OneOCR engine implementation of IOCRService using P/Invoke into the native oneocr.dll (Windows 11 SnippingTool OCR engine). No WinRT, no Windows App SDK, no package identity required. Pass engine settings directly to CreateSessionAsync(IReadOnlyDictionary<string, object>, CancellationToken).
